Influence Operations Planner

Status: Full-time.

Location: Quantico, Virginia.

Clearance: TS/SCI required.

Start Date: (TBD) April/May 2024.

Labor Category Level: Senior.

Salary: $110,000-$130,000.

Education Required: Senior-level employees will have a thorough understanding of related doctrine, tactics, techniques, and procedures associated with the specified task. Civilian education must be at least master’s degree level plus seven years’ work experience in the specific task. In lieu of this requirement, 12 years' total work experience in the specific task OR a bachelor's degree plus 8 years' total work experience in the specific task may be substituted.

Support to influence operations task functions requires interaction with service- and joint-level audiences. The contractor shall provide support to influence planning, focusing on the functions of Psychological Operations (PSYOP) and Civil Military Operations (CMO). This support will include planning support for forward-deployed elements and other supporting establishments. This task requires an ability to support the development of PSYOP plans for approval along with an understanding of PSYOP policy, doctrine, and training to support the responsibilities below. The contractor shall have Senior-level experience in planning influence, the utilization

of military planning processes, e.g. JPP, PSYOP 7-Step Process, JPP, and relevant supporting training/certification process. Task may require off-site support and periodic CONUS and OCONUS travel.

• Assist in the execution of PSYOP planning to support forward-deployed elements and/or requested supporting establishments.
• Assist in drafting orders and other documents to incorporate influence activities into standing plans.
• Assist in the review of influence plans for compliance with legal and policy requirements.
• Assist MCIOC coordination with CCMD planners to ensure planning efforts are nested with ongoing or planned CCMD plans.
• Assist MCIOC coordination with external organizations to support the PSYOP 7-Step Planning Process.
• Participate in OPTs and Working Groups (WG).
• Assist in the analysis and review of MAGTF component plans to OPLANS and CONPLANs for opportunities to integrate influence efforts.
• Support MCIOC training support requirements either as a part of unit training or as a part of external requirements.
• Support DOTMLPF requirements.
• Support other influence operations tasks.
