Military Deception (MILDEC) Planner

Status: Full-time.

Location: Quantico, Virginia.

Clearance: TS/SCI required.

Start Date: (TBD) April/May 2024.

Labor Category Level: Senior.

Education Required: Senior-level employees will have a thorough understanding of related doctrine, tactics, techniques and procedures associated with the specified task. Civilian education must be at least master’s degree level plus seven years’ work experience in the specific task. In lieu of this requirement, 12 years' total work experience in the specific task OR a bachelor's degree plus 8 years' total work experience in the specific task may be substituted.

Assist in MILDEC planning support services, including developing and gaining approval for MILDEC plans; MILDEC policy review and development; and integrating MILDEC as a critical enabler of larger military plans, operations, and programs. The contractor shall have Senior-level experience, planning MILDEC, the utilization of military planning processes, e.g. JPP, MILDEC, OSPEC, and supporting training/certification processes. Task may require off-site support and periodic CONUS and OCONUS travel.

• Support MCWL in the development of deception related, execution and assessment of experimentation for material and non-material gap solutions.
• Support the development of MARFOR, MEF and other MAGTF for Theater Campaign Orders, Operational Plans, Contingency Plans, Execute Orders (EXORDs), and Theater Security Cooperation Exercises.
• Support the review and recommendations for MILDEC plans for compliance with legal and policy requirements during development.
• Support the development of input for MARFOR and other MAGTF planning efforts during the review and approval process.
• Facilitate coordination with Combatant Command (CCMD) MILDEC and OPSEC planners to ensure planning efforts are nested with ongoing or planned CCMD plans, interface with DC PP&O/PL as required.
• Facilitate coordination with MAGTF, CCMD, other services, and interagency intelligence community partners for conduit analysis support to OPSEC and MILDEC planning efforts.
• Participate in MARFOR, NAVFOR, and CCMD OPSEC and MILDEC Operational Planning Teams (OPTs) and Working Groups and provide recommendations to ensure Service equities are represented.
• Analyze and review MAGTF component plans to operational plans (OPLANS) and contingency plans (CONPLANs) for opportunities to integrate MILDEC efforts.
• Identify and record MILDEC and OPSEC capability and resource gaps with input from MAGTF planners, and provide recommendations to the MCIOC S-5.
• Support field user evaluation plan input and documentation for IRC equipment in support of MCCDC, Marine Corps Systems Command (MCSC), Marine Corps Warfighting Laboratory (MCWL), and other organizations.
• Support MCWL in the development of deception related, execution and assessment of experimentation for material and non-material gap solutions.
• Participate in an advisory capacity at weekly MCIOC staff meetings, working groups, conferences and other events.
