Intelligence Support to Information Operations (ISIO)

Status: Full-time.

Location: Colorado Springs, CO.

Start Date: As soon as possible.

Salary: $120,000 – $146,000.

A Combatant Command (CCMD) Intelligence Support to Information Operations (ISIO) Analyst/Subject Matter Expert (SME) will provide intelligence support to Operations Security (OPSEC) and Military Deception (MILDEC) planners.  

•  Participate in the development of intelligence and non-kinetic effects targeting activities to align collections and provide feedback on influence activities.
• Provide intelligence support for the development of CCMD OPSEC and MILDEC plans for the Information Forces, N&NC Directorates, Components, Regions, and Separates (C/R/S).
• Coordinate, consolidate, submit, and track intelligence requirements across IRCs.
• Use in-depth Intelligence and analytic skills to identify, assess, design, and report on highly complex adversary collection priorities, strengths, weaknesses, order of battle, force structure, military capabilities, key military leadership, military policies, plans, strategies, intentions, and their impact on force developments in support of IO Division planning efforts and operational execution.
• Investigate adversary decision processes (e.g. OODA loop) and intelligence collection systems to identify exploitable vulnerabilities.
• Identify Critical information (CI) that may expose friendly vulnerabilities to adversaries across physical, informational, and human aspects of operational environment.
• Analyze adversary collection capabilities, technical means, and information exploitation threats that affect U.S. operational security.
• Support the development of intelligence for inclusion in command collection plans facilitating planning, execution, and feedback for measures of performance and measures of effectiveness.
• Support planning, coordination, integration and synchronization of OPSEC and MILDEC equities into Non-Kinetic Effects (NKE) and offensive cyberspace operations (OCO) in support of CCMD operations.
• Assess lethal and non-lethal effects from IRC (i.e. Information Operations, MISO, MILDEC, OPSEC, EW) and provide recommendations into the targeting process for refinement of targeting guidance and objectives.
• Utilize knowledge of joint doctrine and joint planning concepts, to include the Joint Operations Planning Process (JOPP).
• Synchronize OPSEC and MILDEC efforts with Information Forces including OIE planners, PSYOP/MISO teams, OPSEC planners, Non-Kinetic Effects (NKE), and Cyber capabilities.
• Coordinate with military and interagency partners to insure OPSEC and MILDEC plans are coordinated and do not conflict with operations.
• Evaluate the success of OPSEC and MILDEC operations by monitoring adversary behavior, analyzing intelligence, and reviewing Measures of Performance (MOP) and Measures of Effectiveness (MOE). 

• Current DOD TS/SCI clearance.
• Bachelor’s degree or equivalent operational experience.
• 5+ years of experience in operational environment with documented experience as OSINT, HUMINT, and SIGINT collector.
• Staff level planning and CONOP development experience in CCMD, TSOC, or Sub Unified Command level – Information Operations, MILDEC, or OPSEC experience.
• Experience conducting adversary threat analysis of all and Open-Source intelligence support to highlight adversary network organization, key nodes, collection priorities, and vulnerabilities.
• Expertise in the Joint Operations Planning Process (JOPP).
• Experience drafting OPSEC and MILDEC plans, orders, and strategy assessments.
• Demonstrated ability to perform at a strategic/joint level with minimal guidance. 

• Master's degree in national security, intelligence, operations planning, or related field.
• Graduate of formal MILDEC, certification course (JMTC, MDTOC) and Joint OPSEC Training courses.
• Experience providing intelligence support to Operational Deception (OP-D) including OP-D, DISOs, and TAC-Ds at Combatant Commands or J39 organizations.
• Experience providing intelligence support to MILDEC deception objectives, narratives, and supporting CONOPS that align with Commander’s internet and OIE campaigns.
• Experience integrating Informational Capabilities into operational design under Joint Planning Publication 5-0.
• Familiarity with Special Technical Operations (STO), Special Access Programs (SAP), and OPSEC/MILDEC integration.
• Expert understanding of Intel-related databases such as M3, TAC, NCTC Online, TIDE, ICReach SIGINT database, Cultweave SIGINT database, PROTON SIGINT Database.
• Expert understanding of Intel targeting tools such as the Skope toolset or the Voltron toolset.
• Practical understanding of geospatial Intel tools such as ArcGIS and Google Earth.
• Experience with incorporating SAP and STO capabilities in plans and operations; graduate of the STO Planner Course and PDAS User Course.
• Graduate of a recognized Intelligence Collections Support Course at the Joint or Service Level and Information Operation planning experience.
• Experience conducting intelligence nodal analysis and critical vulnerability assessments of enemy networks to identify and nominate key nodes for kinetic and non-kinetic options, thereby disrupting or eliminating enemy centers of gravity.
• Expert knowledge regarding counterintelligence and human intelligence activities; coordinate and collaborate with DoD and Service counterintelligence organizations, the Joint Staff, and other federal law enforcement and intelligence agencies on a daily basis regarding matters of mutual interest; review and contribute to military deception planning processes.

• ISIO Planners will work with military and government civilians in N&NC/J394 Protection Branch Team in a secure area.
• Job includes ability to travel to conduct OPSEC/MILDEC planning and assessments.
